That is the reason for the system transfer as it transfers your entire account including e-shop purchase history to the new system. If you have any doubts it may cost a bit more but you could buy the new system then take both systems to a friends place or somewhere that does have wi/fi internet access and complete the transfer yourself. After the transfer you could then sell your old system or trade it in.
