CCleaner seems like a small tool that cleans thoroughly and has great reviews and uses very little memory in the background while it actively monitors your system (though I'm not exactly sure what it monitors). Boostspeed has some nifty tools that claims to smooth out your system but uses a lot of memory in the background (Driver Upater also uses up a lot of memory).
